The Former President's Progressive Alarm Overlooks Europe's Real Threat: Technological Decline.

Donald Trump's national security strategy presents a flawed assessment of Europe. The document asserts that open-border policies and what it terms "progressive" agendas pose an existential threat to European civilization. However, this perspective rests on a serious misreading of the situation. The actual danger confronting Europe is not societal but technological and economic backwardness.

A Glaring Economic Divide Separating the US and Europe

Statistics paint a sobering contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere thirteen and a half percent increase for the EU. During this time, European income per person fell from 76.5% to just 50% of the US level. Remarkably, even Mississippi now boasts a higher per capita income than major EU nations like Italy and France.

Today, roughly 50% of the world’s top fifty tech companies are American, while a mere four are European.

The Innovation Deficit: A Critical Question

The growing disparity is driven by stronger efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The scene of global tech leadership is decidedly American. Over the past five decades, 241 US firms have grown into enterprises valued at over ten billion dollars, versus only fourteen in Europe.

This gap raises a vital issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, what is Europe positioned? Experts widely concede it is essentially a contest between two between the United States and China, with Europe entering at a clear handicap.

Underlying Factors of Europe's Technological Lag

Several key reasons explain this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic network for funding startups. Europe has yet to establish a true capital markets union, which limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper Europe. A US startup can launch a service under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population, is split among 27 different national regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, business failure was historically met with stigma, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has eroded its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find causes for optimism. Policymakers are increasingly aware of the severe threat and have begun to advance serious reform. Key reports on European competitiveness and the single market highlight the need for major reforms.

With the right incentives and rule changes, these assets might enable much higher levels of business-led breakthroughs.

Europe still possesses significant strengths: high-quality human capital, excellent education systems, and premier research institutions. Alongside a vast domestic consumer base and high savings rates, these foundations have the potential to unleash a new wave of venture creation.

Importantly, even if Europe does not take the lead in developing cutting-edge technologies, it can still significantly boost productivity by implementing and tailoring advancements from elsewhere.

A Critical Juncture

Europe now faces a decisive moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's slide in innovation has been gradual. But, without bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
