The Failure of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of opposing developments captured the grim essence of the current period. By day, political struggles are conducted: positive announcements are released from multiple capitals. Significant resources is allocated on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability enabled by up-to-date information. From witness perspectives, military aircraft that had been scrambled to engage hostile cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.

Moments later, Kyiv's missile defense engaged: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, presumably delivered by partner states. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into resigned acknowledgment: maybe the approaching threat won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.

Ongoing Risks

Following this, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

With pauses, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and infrastructure problems in multiple buildings as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a need that neighboring countries are evidently unprepared to fill in the immediate future.

Unsuccessful Negotiations

The detailed framework from US administration generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This pattern will, no doubt, continue.

Strategic Calculations

It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership functions according to a premise well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is unfeasible to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does nothing to discourage Russia, through statements or actions, from believing that the status quo will not shift further in its benefit in the near future.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a total frontline collapse until situations evolve in its advantage.

Present Conditions

Factually, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a only one week to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all did their job.

While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
